ACTIVITIES IN THE JANUARY OF 2010
During the month, hCa/ORC Tuzla worked on the on its regular activities - processing of information of interest to youth activism and distribution of the same to the youth organizations and members of the mailing list of the Youth Network of Bosnia and Herzegovina, as well as editing and distributing of the Monthly Newsletter of the Youth Network of Bosnia and Herzegovina and the regular update of the web site: www.omladina-bih.net.
In the partnership project "Regional Youth Action against the Discrimination" with participants from NGOs and activists from Macedonia, Serbia, Croatia, Kosovo and Bosnia and Herzegovina (Tuzla Youth Resource Center and Youth Club "Under the Same Sun" Jablanica), during January, we worked on the development of statistics and analysis of the situation "Social convergence, equal participation of minorities in B&H". One of the main objectives of this project is primarily to raise awareness of citizens of B&H about the importance of combating discrimination in B&H and the region, with special emphasis on youth. We are in the finishing stages of the processing of the analysis, which we will publish on our web page in the following few days, send it via mailing list, and send hard copies to all those who want to have it.
Conclusions and recommendations of the analysis
Based on the obtained research results, it can be concluded that the majority of the population of B&H (71% of the respondents) is familiar with some sorts of discrimination. Given that the survey included the population of different age, and ethnic interest groups, we come to the conclusion that discrimination is a ubiquitous phenomenon that is projected in all layers of society in B&H. Results of the statistically processed data obtained in the FB&H, RS and Brcko District are generally very similar or identical, which shows that discrimination in Bosnia and Herzegovina does not recognize political and entity boundaries, but has the same or similar impact on individuals, regardless of which entity or district of B&H they live in. Although discrimination on the basis of gender, ethnicity and religious affiliation are the most common forms of discrimination in B&H that the survey participants are familiar with, many other forms have also been mentioned that are present in B&H, which just shows how deep impact discrimination in Bosnia has on the individuals; music discrimination, media discrimination, discrimination against children, sexual and many other types of discrimination were subsequently added to the comments on the survey questionnaire.
In relation to discrimination that young people in B&H are exposed to speak the research results on the B&H level, which express that there are 88% of those who think that young people are victims of discrimination in B&H, and generally suffer discrimination in the areas of obtaining work and education whilst there is the smallest percentage of those who suffer from discrimination in the family.
More than 60% of respondents have no information about the existence of law in Bosnia which bans discrimination, but they are quite familiar with the ways and forms of discrimination that are part of the law. This shows that the law on the prohibition of discrimination is in fact well prepared and well done but that it is very poorly presented to the general public in B&H.
When talking about the most common victims of discrimination in Bosnia one can come to the conclusion that these are minorities, young people and women.
The situation with those who should protect the rights of endangered populations, the institution of Human Rights Ombudsmen of B&H, i.e. the citizens informed of their existence, according to the results of this study, is catastrophic.
Total of 70% of citizens, in general, do not know what is the Ombudsman institution in B&H and out of the remaining 30% of those who declared that they know what the institution of the Ombudsman is, only 64% of them gave correct or partially correct answers.
However, the encouraging fact (only in the field of information of a large part of citizens) are the results answering the question concerning the largest national minority in B&H, where 63% of the people themselves declared to know the answer to the question which is the largest national minority, and even 89% of them gave the correct answer. But the fact that 11% of those who thought they know the answer to this question, and even 37% of those who were not aware of the fact that the Roma are the largest ethnic minorities, leads to the conclusion that the problems of this population and their exposure to various forms of discrimination are the results of misunderstanding and general unconcern by the citizens to deal with this topic. Thus we come to results that suggest that the situation in the field of Roma employment, for more than a decade, has not changed in Bosnia, and still most of the respondents, 82% of them, thought that there is less than 3% of employed Roma in B&H, and unfortunately that is correct. Part of the answer to this question, partly and unfortunately, lies in the fact that a large number of Roma children (more than 80%) do not attend compulsory primary education.
Although children in schools, in the lessons of history, religion and language and literature, learn about other ethnic groups, extra-curricular activities which deal with issues of human rights, and seminars on these topics also have an important role.
Large dose of indifference and apathy is shown by 53% of respondents who do not have any opinion on discrimination in B&H, whilst encouraging are the opinions of the minority of the respondents who in their views of discrimination generally condemn this phenomenon and call for concrete actions to stop and prevent discrimination.
Citizens generally cite the war and ethnic division, ethnic stereotypes and prejudices and politics and political parties as the main cause of discrimination in B&H.
Following this research, quite naturally and at the recommendation of those who gave their opinion about corruption in B&H through the survey sheet, we recommend the following (though of course the number of recommendations might have been larger, which would have been a part of the very comprehensive analysis of results):
It is necessary to implement a greater number of activities focused on issues of corruption in B&H, especially in the areas of discrimination on gender, ethnic and religious affiliation
Initiate activities in the field of protection of the rights of young people and equal opportunities for obtaining work and education in B&H
Activities related to the promotion of the law for prohibition of discrimination in B&H should be done
Strengthen the capacity of associations that protect the rights of national minorities, youth and women in B&H to resist the discrimination
Informational campaigns with the aim of the presentation of the institution of the Ombudsman for Human Rights in B&H, for all the citizens of B&H and especially organizations that represent the interests of national minorities, youth and women should be done
Initiate activities for the promotion of the rights of the Roma population in B&H, for strengthening their economic situation and the involvement in the education system
Increase the role of schools, through formal and informal education in promoting tolerance and learning about other ethnic groups in order to break stereotypes and prejudices
Work on strengthening of the civil sector in B&H in order to effectively fight the discrimination and raise awareness amongst citizens should be done
Work on the awareness of political leaders in B&H to address problems of discrimination should be done
"Less talk - more work!!!" - the recommendation of the survey participants
We started preparations for organizing the training for trainers in the project, "Yes, You(th) Can", which is supported by the Balkan Trust for Democracy. Activities in the January 2010
Education
In mid-January 2010, after a collective vacation, we continued with our seventh in a row local course, "Fundamentals of Youth Work", whose goal we have repeatedly emphasized in previous reports and that is to convey to young people of this region basic knowledge and skills in the field of youth work through non-formal education, so that they become active members of society and work to improve the quality of community life.
On 17.01.2010 was held three-hour long first aid training in Doboj. The training was held by volunteers of the Red Cross from Tesanj and all went by in an excellent atmosphere, course students had a chance to adopt new knowledge and skills in the field of first aid.
On 24.01.2010 we held training called "Overcoming Prejudice." The training included the area of stereotyping, prejudice and discrimination, and the students had the opportunity to learn how to define prejudice and fight against it via examples from their own life situations and the method of experiential learning.
On 31.01.2010 there will be a training called "How to Deal with the Conflict in the Group." Students will learn about the different aspects of conflict and ways to cope with those conflicts.
On 29.01.2010 our two coaches will hold a training "Writing of Project Proposals" in Zenica, which is organized by the Regional Development Agency (RDA).
Youth work
Youth Club Doboj - the club members slowly began to gather after the vacation. Several meetings with the volunteers of the club have been held, regarding the planning of future activities and projects. A meeting was held at the Health Care Center in Doboj, in relation to "Introduction to the Strategy of the Disease Addiction among the Young", on what we as an organization have been active from the beginning.
Youth Club Maglaj - from the opening of the club after the holiday, a great number of visitors to the club has been noted. We are currently determining the schedule for the workshops. The club was joined by the German volunteer from the Daily Center for Children with Special Needs of Maglaj, and he will be in charge of the bass guitar workshop from now on.
Youth Club Bočinja - as of the New Year, this club will slowly be transferred in the possession of the local community of Bočinja, so that young people of this community can continue with youth activities, and we as an organization will slowly withdraw the existing activities in this area, but we will always remain as a support to the young people of this community.
Youth Club Teslić - volunteers of this club are intensively alternating from day to day and are slowly working on planning the activities for the forthcoming period. They have already taken a good part of the activities of the club, which is a good indicator of their willingness to work to improve the quality of life of young people in their community.
Youth Policy
Another important field where CORN is actively working is the development of policies and strategies, advocating for young people and building capacity of civil society in B&H, with a focus on rural areas. Work on drafting the document Youth Policy of the Municipality of Petrovo, on which we have worked intensively over the past few months, is in the process of data processing and very soon should be in the final phase, which includes printing and distribution of the document to the public.

Association KULT, with four offices in B&H, with its activities and influence in the public life is trying to create a democratic environment where the authorities will be a partner to the NGOs and have joint efforts to make life better for the citizens.
Activities in January
HIVE - the strengthening of female youth leaders in youth organizations
Association KULT and BHPX have received a grant from UNIFEM to implement the project named HIVE. The project aims to increase self-esteem and emancipation of young women and their awareness of the importance of their active involvement in a democratic society as public figures, creating new relationships and the percent of the representation of women in B&H society. The project will improve the ability of young women to become actively involved and play an active role in the creation of new and old implementations of the Strategy at the level of local governments, which are required by the Law on young people in both entities. HIVE is aimed at young women and girls (15-30) from the less developed municipalities in Bosnia and Herzegovina in which the patriarchal system is present. The training will be undergone by 180 young women and girls from 12 municipalities in B&H. The HIVE training will consist of interactive workshops and practical activities that are thematically related to each other. Workshops will be held once a month in the premises of a local youth center or youth organization. A public invitation for the communities who wish to participate in the project has been announced. After selecting 12 communities, we will announce a public call for girls and young women who wish to participate in the training. We are currently developing the logo and web page of the project (www.kosnica.ba). More information about this project and activities will be in the coming newsletters.
School of Friendship

12 workshops in the Schools of Friendship were held in January, and each lasted for three hours. On the occasion of the winter holidays and the lack of homework, which is an integral part of the content of the project, workshops were of the entertaining and informal - educational character. In addition to meetings at the Center for Youth SPAJALICA, boys and girls of the School of Friendship visited Cinema City on 20.01.2010 and the SOS Children's Village in Sarajevo 27.01.2010. Also little ones prepared, throughout the holidays, a show for their parents and friends, and employees of the KULT, and volunteers of the Association. The play was performed on 28.01.2010 in the premises of SPAJALICA, and the program was containing children songs, a theater piece called "Mirror" as well as spontaneous skit "TV Program". In the month of February, on the occasion of the beginning of the second semester at schools, the School of Friendship will continue with its usual program, which means it will be held four times a week for a period of two and a half hours.

Participation of youth in the strategic development of local communities
KULT Association began with the implementation of the new project "Youth Participation in the strategic development of the local community." The project objective is to encourage young people from both entities to learn independently to achieve and protect their rights in society, to participate in decisions that concern them and to actively and meaningfully work to improve living standards in their community, advocating the implementation of the Law on Youth and local strategies to young people, and pointing to their importance - taking into account the democratic principles of civil society and human rights in the mode of action. The project is anticipated to help local leaders and NGOs in 11 B&H municipalities, selected on the basis of registration on the tender, to develop strategies towards youth, and to implement them, if they have any. The project will also conduct a certified training for youth leaders for 44 young people, 4 from each selected district. Also, the project envisages the strengthening of network for the promotion of volunteer work and Volunteer Diary T, i.e. stabilizing network of associations-dealers of the Volunteer Diary T which will cover almost all regions of B&H. In addition, development of criteria for the allocation of targeted and transparent grants for youth projects in local communities and advocating their adoption by the municipal councils has been planned. A public invitation to local communities in B&H for a partnership in the project has already been announced. Public invitation, along with forms that the interested parties must fill out, can be found on the projects web page www.razvoj.mladi.org. The project is funded by the EU.

Mouth full of young people
Although the project "Mouth Full of Youth" is formally completed, the activities are still carried out at full capacity, because of its extreme importance for the population of young people in the Federation of B&H. Draft of the Law on Youth in FB&H was listed on the agenda of the 28th Session of the House of Representatives of FB&H, which began on 13th of January this year. At this session, representatives of the SDA Club in the House of Representatives demanded the withdrawal of the Law from the session in order to obtain the opinion of the Government of FB&H, with the explanation that this is the first time legal regulations governing the issue of youth are being talked about. President of the Commission for youth issues PDPFB&H, Mrs. Indira Karović did not withdraw the proposal, but instead she prolonged it for the last point of the agenda and meetings, which has scheduled to discuss about it later on 26th Session in the January this year, which gave the government enough time for submission of views. However, even on the 26th Session the Government has not delivered an opinion, and Prime Minister Mujezinović sought the withdrawal of the Proposal from the agenda to get government more time to take a stand on the Proposal. Proposal of the Prime Minister was not adopted or voted, as chairman of the House of Representatives unexpectedly terminated the session and announced the continuation of trial, which does not specify the date. On the day of the continuation of the Session, 26 January the most-read newspapers in the Federation published the ad that was named "Young people will reward the adoption of the FB&H Law on Youth." We believe that the subsequent meeting of parliamentarians of the House of Representatives will result in positive outcomes for young people in the Federation.

Visit from the volunteers of KULT Gradačac to the SPAJALICA
Volunteers of the KULT Association from Gradačac visited SPAJALICA on the 23rd of January. On this occasion a workshop named "Meet Yourself and Others" was held. In the interactive and methodologically diverse workshop volunteers, with the help of black and white photographs which were an integral part of one of the exercises, talked about their emotions, desires, goals, their lives, and all that with the help of photos, which they interpreted individually.
One volunteer was asked how she sees herself in the cult, and with the help of the photograph in which the seed of dandelion was painted, she replied: "I will once be this dandelion seed. Knowledge and skills I draw from the Association, I gain experience, everything that the KULT has provided for me I will spread."
Game Plan about EU
Earlier this year, we sent a request to all the embassies located in Sarajevo with the request that they co-fund the sixth in a row Game Plan about EU. Shortly after that we were called by the Embassy of France to visit in order to explain in detail what it is all about. After we presented the project, the Embassy of France has offered a portion of funds, which is not sufficient for the implementation of the project, which we accepted and then we continued to seek other co-funders and so we turned to the British Council in Sarajevo.
We visited the British Council and held a meeting with Mr. Michael Moore to whom we presented in detail the game plan, and now we expect and hope for a positive response.
If we gather enough funds, we expect the realization of the Game Plan in the foreseeable future.
Raising of the awareness and education of health workers for treatment in cases of domestic violence
On 22nd and 23rd of the January, representatives of the Association KULT attended the training organized by the Federal Ministry of Health. The training was run by experts based on the previously prepared "Manual for training and education of health workers for treatment in cases of domestic violence".
The project objective is education of health workers for treatment in cases of domestic violence. In the forthcoming period there will be 10 workshops that will be lead by the teams that have attended the training in Sarajevo. Association KULT is a partner in this project.

Program ENTER
THE SECOND TRAINING ON HUMAN RIGHTS
At the second workshop, held on 26th of December 2009 at the IOC IPAK-SHL, Križevići, 18 participants took part. The following topics have been covered: Human rights conditions in their own community in relation to national laws and international standards, Factors that contribute to human rights violations, Violations of human rights and Safeguards of the human rights in Bosnia and Herzegovina.

The aim of the workshop was to raise awareness about the unequal opportunities of certain groups in society, promote empathy towards those who are different and because of belonging to certain social and cultural minority groups are excluded from social life, and to recognize human rights violations and to learn more about the instruments of human rights on national and international level. Participants were able to defined marginalized groups in their communities, but clearly they are not sufficiently informed about their culture, customs and life in general.
They showed special interest in the discussion relating to the protection of human rights through instance of national legal systems and before the European Court of Human Rights. Especially positive is the absence of prejudice in young people when it comes to diversity and ethnicity.
After the workshop, participants showed interest and willingness to multiply adopted knowledge, and to cooperate and work together and influence the development of culture of human rights in their communities.

New Year's event and the distribution of New Year's packets
On the last day of the month of December 2009 at the IOC IAPK - SHL an event was held in cooperation with elementary school "Desanka Maksimovic", and distribution of New Year's packages to children from Križevići and surrounding villages. The packages were donated by the Village of Peace - Turija with the support by the Ministry of Labor and Social Policy of Tuzla Canton.

Program ENTER
Two-day Training on "Civic Participation"
In the series of training for youth activists, called "ENTER", at the IOC "IPAK - SHL" was held two-day training for activists of the Regional Youth Network for Local Development. The aim of the training is to enable young people in peripheral and rural areas of the Podrinje region to take more active part in the creation of local policies in various areas and at the same time, in organizations and groups from which they come take the initiative in the preparation and implementation of activities and programs. 24 young people participated in the training.
In discussions with participants of the training the thesis that the democratic experience of young participants is reduced enough, relatively short-lived, inconsistent and often frustrating, proved to be correct. Young people are over-fed with the daily political information, and feel powerless to participate in significant changes. For the development of participation, the participants believe that "double democratization" is necessary, democratization of the state and civil society, as they held, enable, and limit each other. The place where these processes begin is the local community, because only on the lowest level of democracy direct dialogue between citizens, their political interest groups and elected representatives can be held.

Young people believe that every citizen should have the opportunity to be an active citizen at the local unit and gain the experience needed for participation at higher levels and develop a democratic political culture. Training was held in an atmosphere of understanding and dialogue between the participants who, regardless to of which different ethnic groups they belong to, share the same problems whose solution is required joint action and generational solidarity. Training organization, trainers and work accommodation, work and other facilities of the Youth Center were highly evaluated, and all participants have confirmed participation in the remaining training sessions and other activities.
